{"id":820,"date":"2021-02-23T18:21:14","date_gmt":"2021-02-23T18:21:14","guid":{"rendered":"https:\/\/brownsvillenews.org\/21st-century-rescue-plan-for-east-brooklyn-announced-by-city-council-candidate-nikki-lucas\/"},"modified":"2021-02-23T18:21:14","modified_gmt":"2021-02-23T18:21:14","slug":"21st-century-rescue-plan-for-east-brooklyn-announced-by-city-council-candidate-nikki-lucas","status":"publish","type":"post","link":"https:\/\/brownsvillenews.org\/?p=820","title":{"rendered":"\u201821st Century Rescue Plan for East Brooklyn\u2019 Announced by City Council Candidate Nikki Lucas"},"content":{"rendered":"<p>Below is the official press release from Nikki Lucas&#8217; campaign, announcing her &#8217;21st Century Rescue Plan for East Brooklyn&#8217;<\/p>\n<h3>Rescue Plan includes Police Reform, Real Affordable Housing, the Creation of a NYC Public Safety Commission, Arts Wellness &amp; Culture HUB<\/h3>\n<p>Brooklyn, New York (February 23, 2021) Today, District 42 City Council candidate Nikki Lucas released her bold \u2018<strong><a href=\"https:\/\/electnikkilucas.com\/21st-century-rescue-plan\/\">21<sup>st<\/sup> Century Rescue Plan for East Brooklyn<\/a>\u2019<\/strong>, covering East New York, Brownsville, Starrett City, Canarsie and East Flatbush.<\/p>\n<p>\u201cThis is a plan that brings the District into the 21<sup>st<\/sup> Century\u201d, stated Lucas. \u201cEast New York leads the city in homelessness, police brutality and gun violence, while we are at the bottom when it comes to the arts, technology, education and health care. We are 20 years into the 21<sup>st<\/sup> Century, but our community has been stagnant for the entire 20 years, which is why we need a Rescue Plan.\u201d<\/p>\n<p>The \u201821<sup>st<\/sup> Century Rescue Plan for East Brooklyn includes the <strong>automatic termination of police officers who have three substantiated complaints<\/strong> against them. These complaints would be substantiated by an Elected Civilian Complaint Review Board, which Lucas supports.<\/p>\n<p>In a recent report the 75<sup>th<\/sup> precinct in East New York had 1,364 complaints issued against officers, whereas the 78<sup>th<\/sup> precinct covering Park Slope had 46 complaints. The disparity is mind boggling.<\/p>\n<p>\u201cIf we remove bad acting officers from the NYPD before they reach 10, 15 or sometimes 30 complaints, then the number of major assaults or killings at the hands of police would drastically decrease and could possibly be eliminated. The implementation of this policy would stop the low-level harassment of innocent civilians by police officers. I am determined to work to make sure the NYPD understand that they exist to \u201cprotect\u201d the citizens, not \u201cpolice\u201d citizens as if we are all criminals. Only in communities of color are we \u201cpoliced\u201d. In Park Slope and the Upper East Side, they are \u201cprotected\u201d. We want the same protections. The only way to get these protections is through legislation and policy change.\u201d<\/p>\n<p>The plan also calls for a \u2018Real Affordable Housing\u2019 initiative, which addresses homelessness. The number of homeless New Yorkers sleeping each night in municipal shelters is now\u00a0<strong>47 percent higher<\/strong>\u00a0than it was ten years ago. The neighborhood with the highest number of people occupying shelters is East New York.<\/p>\n<p>Lucas added, \u201cI am asking all City Council, Mayoral, Brooklyn Borough President and Comptroller candidates to support this plan. East New York has been last in receiving resources over the past 20 years and it will take partnerships on all levels to make sure District 42 finally receives the resources it needs to bring us into the 21<sup>st<\/sup> Century. It is 2021 and we are still dealing with the same problems that we were facing in the 90\u2019s.\u201d<\/p>\n<h3>The \u201821<sup>st<\/sup> Century Rescue Plan for East Brooklyn\u2019 includes the following:<\/h3>\n<ul>\n<li>Police Reform and Accountability<\/li>\n<li>Real Affordable Housing<\/li>\n<li>NYC Public Safety Commission<\/li>\n<li>East Brooklyn Arts, Wellness &amp; Business Technology HUB<\/li>\n<li>Health Equity<\/li>\n<li>Equity in Education<\/li>\n<li>Technology<\/li>\n<\/ul>\n<p>\u201cWe need to create partnerships and legislation, which have both been lacking in the District for the past 20 years.
